As a resident of Fayetteville, Norton earned a Bachelor of Arts in English and a Master of Arts in Communications from the University of Arkansas. Norton’s career spans 45 years in public service in varying levels of leadership at the University of Arkansas, through campus-wide adoption of mainframe computing for research to personal computing and the Internet for all campus staff and students, to statewide agency IT planning and policy for the State of Arkansas, and to supervision of all city departmental operations, including IT, with the City of Fayetteville. Her career has been focused in policy and research for the advocacy of public interests, particularly in the advancement of digital equity and universal access to high speed, affordable broadband, and the development of data in support of the National Spatial Data Infrastructure and geospatial technologies. Positions in IT over her career were mostly in the public sector at the University of Arkansas, the State of Arkansas and Fayetteville Public Schools, with two years as administrative support for the President of Arkansas Systems, Inc.. Currently, Norton volunteers in executive leadership roles for the nine-state MidAmerica GIS Consortium and the Arkansas Academy of Computing. Susan also provides independent consulting and planning for IT projects, planning and policy initiatives.
